🐛 fix(release.yml): 修复构建脚本空标签数组未绑定导致失败

Browse Source 
- Build 步骤改为有标签/无标签分支执行
- 避免 set -u 下 TAG_ARGS[@] 报 unbound variable
- 保持 webkit2_41 标签构建路径不变
