✨ feat(ai-tools): 新增历史查询与片段探针

- 新增 inspect_saved_queries 与 inspect_sql_snippets 内置工具
- 拆出本地 SQL 资产快照 helper，并补齐执行器与测试覆盖
- 补充工具目录展示、系统提示和执行状态文案
