🐛 fix(ci): 修复 Windows 前端依赖安装失败

Browse Source 
- 修正 Wails 前端安装脚本在 Windows 下启动 npm 失败的问题
- 统一从脚本路径解析 frontend 目录，避免 cwd 变化导致 package.json 定位错误
- 增加 CI 安装诊断日志与 npm 失败状态输出
