fix: 微信插件 OpenClaw < 2026.3.22 时直接拒绝安装并提示升级

微信插件所有版本（v1.0.0~v2.0.1）都依赖 OpenClaw 2026.3.22+ 的 channel-config-schema SDK，
没有兼容旧版的版本存在。不再尝试 fallback 安装，直接给出明确的升级提示。
